Opportunity Grants

The Opportunity Grant Program is funded by the City of Portland and is designed to provide grants to Portland-based nonprofit arts and cultural organizations to help meet special opportunities or assist organizations with emergencies that arise during the year and that are not part of the applicant’s annual budget or regular programming. There will be multiple cycles of this grant throughout the fiscal year. It is meant to supplement but not be a substitute for any other existing RACC grant.

Who is Eligible to Apply?

Portland-based nonprofit arts and culture organizations are eligible to apply for the Opportunity Grant provided that they meet all the following requirements:
1. is a nonprofit arts and culture organization that regularly presents arts and/or cultural events or arts projects.
2. has current tax-exempt status under Section 501(c)(3) of the Internal Revenue Service and regularly produces financial statements.
3. is headquartered and has a physical address in the City of Portland.
4. provides arts and culture programs and events that are advertised and open to the public.
5. is current on all RACC grant agreements and has submitted final reports for all completed RACC grants.

Applicants receiving funds from this program will not be eligible to apply again for a period of 24 months from the date of the final report submission to RACC.

What Types of Activities are Eligible for Funding?

RACC will consider a broad range of requests that fall within the guidelines. The following are only examples of special opportunities or emergencies:

Special OpportunityA rare unexpected and unplanned opportunity that comes up within the program year:

  1. A touring company/artist unexpectedly comes to town; an organization wants to present them in their next performance.
  2. A major event occurs in the community and an organization wants to respond artistically to its impact.

EmergencySomething happens that is not within the control of the organization and causes unforeseen consequences:

  1. Clean up of the facility after a flood, fire or other disaster.
  2. Replacement or repair of costumes or props caused by an accident.

How to Apply

  1. Applicants submit electronically an Intent to Apply. Each applicant will be contacted no later than 3 working days after the Intent to Apply is submitted. Upon RACC approval of the Intent to Apply the organization submits an Application. Both of these forms are available via RACC’s GrantsOnline System.
  2. Organizations seeking funds for an emergency must submit an Intent to Apply. Each applicant will be contacted no later than 3 working days after the Intent to Apply is submitted. Upon approval of the Intent to Apply the organization submits an Application. When reviewing emergency requests RACC will convene the community review panel on an as needed basis.

IMPORTANT NOTE: Any applicant that needs computer access or assistance should contact RACC staff as soon as possible.
